However, it's clear that the single-digits figure is the percentage
increase of the ASC compared to the *total* County Tax bill. Which
strikes me as very odd.
If they want to disguise the percentage figure (to avoid scaring the
horses) they should make a sub-total of the two elements of the County
Tax, and quote the percentage by which *that* increased.
