Council tax and addition errors

My council tax (SCambs) has an oddity.

The percentage increase in the total is larger than the percentage
increase in any of the bits that make it up.

I know this is the same in Peterborough.

On mine apparently adult social care has gone up by 30%, but it says 3%.

Is this the case for other areas?

Cambridge City bill. The equivalent order-of-magnitude mistake was
there on the bill for each of the previous four years too.

However, it's clear that the single-digits figure is the percentage
increase of the ASC compared to the *total* County Tax bill. Which
strikes me as very odd.

If they want to disguise the percentage figure (to avoid scaring the
horses) they should make a sub-total of the two elements of the County
Tax, and quote the percentage by which *that* increased.
