ERROR captures of couple of issues for numbers that can't be successfully dialed. First, any numbers that have a "disconnected or not in service at this time" message. It also captures numbers that couldn't be dialed because we received a "Circuit Busy" message ("All circuits are busy, please try your call later"). Notice that in both these cases, the number may only be temporarily unreachable, and it is worth trying error calls later in a Subset Campaign.

Also note that large numbers of errors in a campaign -- above 1 or 2 percent -- may indicate serious circuit or system issues, and should be reported to CallFire.
