Inbound campaigns go to "Finished" state when stopped or paused, but because your dashboard is set to show Inbound Campaigns, you can always go to the Dashboard, and click on the Excel-like icon (Call Detail Records) to the left of any campaign name, so long as you haven't deleted that campaign.
