What steps will reproduce the problem?
1. Edit a custom field (e.g. Label)
2. Move to Workflow
3. The custom field permissions is set back to default values
(i.e. State "New" >> Mandatory, any other step "Read Only")
What is the expected output? What do you see instead?
Field level permissions should not change back to default if field is
edited.
