Setting the default time

I must be missing something, but I am having issues setting the
default time when :time => true

I have a value of '2010-01-22 21:00:00 UTC' stored in :start_at and
the control looks like:

= f.calendar_date_select :start_at, :time => true, :size => 15, :popup
=> :force, :readonly_field => true

The text box displayed shows the date and time just fine. However,
when the calendar control opens, the time is set to 12PM. What can i
do to set the corrent time?
