Installation Configuring database error

 Im trying to install on windows 7 but I keep running into the same error in the install when it tries to configure the data base. The install will pop up the "working indicator" for a short time but then jumps to a new page with the error:  Fatal error: Call to undefined method PEAR::raiseerror() in C:\xampp\htdocs\CalemEAM\server\include\Cache_Lite\Lite.php on line 540

I have tried numerous versions of both WAMP and XAMPP but I always end up with the same error and the install does not finish. The database is at least partially created in MYSQL but trying to log in through the Calemeam login just gives an invalid user name and password error.

So far nothing I try will allow the installer to finish. I have tried installing on Server 2008 R2, windows 7, and windows XP using multiple versions of WAMP and XAMPP, and I have tried re-downloading the program, still the same error with no other information in any of the error logs.
