Transfer CakePHP migrations plugins

Hey Larry, can you please transfer the migrations plugin to the CakePHP git hub account as we discuss it in the past? :)

That would fill a big gap the framework has and increase its visibility, plus I think it would be easier to maintain for the rest of the community.
