Greetings!



As a follow up to the long standing demand, reiterated in the recently organised PPA partners meet, for a wider and continual information sharing platform among Christian Aid partners and stakeholder (in the long run), we are pleased to initiate a Knowledge Sharing idea.



We are naming it the 'Community of Practice - India'.



At the moment we are concentrating on issues of 'Resilient Livelihoods', initiating with PPA partners. As time goes by, we would be adding new issues, partner agencies and valuable resource persons.



We hope this opportunity would be harnessed by all in exchanging ideas, information for mutual growth and learning as well as enhance the overall learning agenda of Christian Aid Partners.



We welcome any ideas, comments, success stories and challenges from your working spheres.

Dear Subrata and friends,

 

Thank you very much for sharing this news about E-group of community of practice in India.  I welcome you all on board.

 

Through this group, we should be able to share about our work, success stories, put question to the group or share your views on contemporary social initiatives.   

 

Kindly encourage your staff/ team members to join and share about their work.  For the time being, we want to restrict the membership only to Christian Aid partners, as we move forward we might invite other friends/ groups.

 

I realised that we do lots of work but we are not sufficiently sharing this information with other partners, leave along sharing this with wider public.  Through this group we aim to facilitate sharing and learning process among Christian Aid partners.  

 

In the due course we encourage other partners of Christian Aid to join this group.

 

I am very much looking Look forward to hear more stories and issues.....

I would like to share the following news item on NREGA Work, sorry for cross posting if any....

 

Govt unsure of farm work in NREGA

 

 

The Centre has suspended a decision to allow rice  cultivation under NREGA, fearing that it would lead to demands for including other crops under the act.  In a bid to rebuild the appeal of the UPA's flagship programme, minister for rural development Jairam Ramesh had  announced a new version of the right-to-work scheme in February.

 

 

 

One of the modifications was to allow small, marginal and SC/ST farmers to employ NREGA workers on their farms for transplantation, weeding, etc. For that, farmers would have to grow the SRI (System of Rice Intensification) variety of rice, which provides high yields with low water consumption.

 

 

 

However, last week's government notification does not mention cultivation works, even though it lists 30 new ones allowed under the Act - such as vermi-composting, farm bunding, and construction of toilets and shelters for cattle and poultry. "Agriculture is a recurring expenditure, whereas NREGA is for capital expenditure. Besides, (if one variety is allowed) we may face demands to allow sugarcane, wheat, etc, tomorrow. It would open a Pandora's box," Ramesh said on Tuesday, while announcing the notification.

 

 

 

"Though not rejected, the decision is kept in abeyance for the time being," Ramesh said. Ministry officials are opposed to the inclusion of farm works, stating that it goes against the purpose of NREGA - which involves providing subsistence in its absence.

 

 

 

Permitting rice cultivation was proposed by a committee to revise MG-NREGA guidelines, headed by planning commission member Mihir Shah, in the wake of demands from the states and farmer groups.

 

 

 

Agriculture minister Sharad Pawar had written to the Prime Minister, seeking suspension of NREGA in the farming season, in addition to letting NREGA labour in agriculture.

 

 

 

Significantly, while addressing farmers a few days ago, Andhra Pradesh chief minister Kiran Reddy had said he would request the Centre to allow more crops and varieties under NREGA, besides SRI.

This information initiates a good debate and may help in making better use of MNREGA. 

Because the sad part of MNREGA is that most marginalised are still left out.

Dear Anand

In deed I have been following this debate and yesterday’s announcement keenly. While there is a strong temptation to welcome the expansion (will benefit partner like WASSAN and their network partners and communities), there is element of NREGA getting misused due to skewed and biased social and political structure still prevailing at the Panchayat level.

 

Therefore there is a need to think further and discuss amidst ourselves so we can also get into a dialogue with our partners who work on entitlements including the IPAP where we can draw a larger picture on the issues

Dear John and friends,

Though from WASSAN I have a different perspective !. The proposed works seem to contribute to better waterharvesting, soil and moisture conservation and critical infrastructure in rural areas particularly related to agriculture and allied activities as well as sanitation facilities.
However, we have objected to relaxing the norm of 60:40 ratio of wage and material components for each project. We feel that this is equivalent to diverting MGNEGS funds, particularly meant to agriculture labour hosueholds. We hold the view that the above mentioned works are very important and therefore additional funds need to be provided for them but not from MGNREGA.

We had sent a note on this to Dr. Mihir Shah heading the reforms committee. But he holds a different view on this.

Please find attached a detailed note of ours on the issue and the response of Dr. Mihir Shah as well as Manas from Action Aid, just to help the discourse.
