Kindly refer my earlier communication to you, mentioned below. I had shared the attached document on Value for Money.  I am sure you have gone through this document and there must be lots of thoughts around the concepts/ ideas.

 

Some of our colleagues of PPA secretariat have been assigned to work on this document.  Objective is to translate this into some practical guidance.  As we are all aware, VFM is very much on the development agenda.  We want to develop our understanding more in this direction, so that CA can be seen to be delivering VFM.

 

This is time to raise questions, comment, ask for alterations, addition deletion etc. This should be based on your ground level programme experiences. Please feel free to write to me or ask any question or clarification.

Greetings!

 

I am sure all activities in your intervention areas, under PPA-Extension support, have taken required shape and project teams have tightened their belts. PPA extension period is for two more years, i.e. till 31st March 2016, and going to continue with its strategic support to your interventions. You have got clear idea of beneficiary coverage. Overall coverage shows women-men disaggregation and has been divided under various deliverables. Log-frames of all organisations have been developed accordingly.  Though the broad idea is going to revolve around same old ‘resilient livelihoods’ and log-frame remains the same, interventions in PPA extension period carries few important distinctions.

 

I am writing a rather long email in order to explain these points.

 

This time we are supposed to have target list of individual beneficiaries, not households.  Our interventions will be implemented with targeted households, but reporting will be against individual beneficiary targets. Also we are expected to work towards outcome level changes, which are being explained as big-story for change. At times this is being referred as Theory of Change. Some of your proposals have shared this part quite effectively. 

 

Outputs are now linked to outcomes as part of reporting format. This is one area we had left earlier for individual interpretations. Most of the cases outputs were mixed with outcomes. In fact the indicators were also the same. Under PPA-ext. period we need to understand how our outputs, which are linked to targeted individuals, lead to big change, which mostly go beyond target beneficiary list. 

 

Evidence to be shown for outcomes, not for interventions: - Till now we have shared detailed evidences; viz. official orders, reports, news items, case studies, photos etc. But most of them were related to our interventions/ inputs, in order to explain details of activities. During extension period we will mainly concentrate how to portray evidence on outcomes or impacts.

 

Focus on benefits to women: - We are expected to go beyond gender desegregated data. Gender aspects are supposed to be integrated in programme design, intervention plan and outcome assessments.

 

Value for money: - This is one subject we have discussed earlier, but did not really bring this aspect in our reporting. PPA-ext. work is supposed to show adequate evidence against claims of Vfm. This cannot be done under project team start discussing these aspects from the beginning. As part of 2012-13 reporting period we had discussed issues of ‘Additionality’ and ‘Leverage’ in PPA interventions. Those logics/ thoughts will have to be linked with hard data in financial investments. There will be need for better financial monitoring. Please find attached one comprehensive Pdf. document on VfM, which we had shared last year.

 

Baseline: - Some of us who are initiating work in a complete different locality, than the previous work. We also have new partners this time. These partners will have to do their baseline survey done. The final reports of these surveys have to be circulated by 1st week of September. Please contact me in case you need some support in finalising the methodology, survey tools etc.

  

Monitoring and evaluation system: - Monitoring is going to ensure better evidencing of change, value and impact. I need your specific support in this context. Apart from ensuring all the outputs and outcome mentioned in your proposal and log-frame documents, above mentioned priorities will have to be taken care of. This is not possible without internal monitoring at your level. I will of course be a support for each of you, especially in trouble-shooting.  Financial monitoring is going to happen with additional rigor during this period. Delivery of expected results will be compared with total expenditure under each output.

 

As part of monitoring CA team will look into suitability of strategies used, outcome impacts, value for money questions etc. besides the measurable outputs against fixed indicators. Though we will not abandon our practice of participatory methods of peer-review between all PPA partners, CA monitoring will have a separate importance.

 

Communicating our ‘learning’ is also an important activity to position Christian Aid as innovators and leaders in certain areas, as well as to influence programme practice & policy across the sector.  I request you to use the Community of Practice -Google Group [caid...@googlegroups.com ] in all such occasions.  Let us share our interventions/ experiments/ learning / challenges faced etc. as frequently as possible, so that we all work as a team rather than individual players. In case you need any new email ID to be added into this group please let us know.

Reporting: -  Please find attached the reporting format. This is largely the same reporting system, with some changes.  You can share your views on this format, in case you feel some changes are needed. In addition to that one is expected to share progress towards the big story for change, in a case-study form.

 

We will discuss all these aspects during our next PPA partners meeting. Most probably it is going to happen in SAMVAD’s intervention areas, during the month of October 2014. Now onwards the meeting schedule, and people responsible for facilitating various sessions, will be developed jointly with you all, so that important aspects are not left unaddressed. 

 

Kindly read the attached documents carefully, and get back to me in case of any question or clarification. Each document is based on a common documents prepared by our colleagues managing PPA work at international level, which have been adapted to Indian realities by incorporating local specificities. I feel future discourse between us will largely be guided by these documents.
