Such a comparison is fraught with problems but when I was at the IEA we had lots of information on 12-15 IEA Countries. The IEA document
“After 30 Years”, which appeared in 2004, is a nice summary of that work for the US and Europe.
The key is to be able to compare energy use with a structural feature of each sector, or the denominator.
GDP in the service sector? Population in housing? Manufacturing GDP? How do you
Split transport into travel and freight energy, and where do you find passenger-km and tonne km, especially
For individual travel for cars? Numbers are available, but not easily.
Do you convert GDP measures using purchasing power parity (I hope) or exchange rates (I hope not)?

The China Energy Databook, a cd-rom published by Lawrence Berkeley National Lab, would be a nice place to start. You can order the CD-ROM from their website for free.
