PRELU is pretty sloooow on windows caffe w/ cpu only :-(

Hi,

I am trying to implement a caffe proj on my laptop using cpu. Everything works fine except that prelu layers are taking too many forward time. Is there any way to accelerate?

I printed the time for each layer with timer in caffe.
