Make mempcpy error; cuda 9.0, gcc 5.4, opencv 2.4, python 2.7

I'm trying to build Caffe using make and am getting a mempcpy error. I looked up the issue, and most people who encountered it had CUDA 7 or lower, and it fixed it by upgrading to CUDA 8. I'm running CUDA 9. I've pasted the terminal output as well as my Makefile.config. Any help is appreciated.
