Create Mask to Filter Weight

Hi, 

I am trying to prune the weights have values lower than a threshold value. How Do I create a filter/mask to do so?
I've been trying to implement pruning approach mention in this paper. Any help related to implementing it appreciated. Which platform is better to perform such operation? pycaffe or matcaffe?
