Caffe's CPU usage difference between linux and windows

Hello, I'm using caffe and SSD* on windows & linux.

(SSD / https://github.com/weiliu89/caffe/tree/ssd)

My computer specification;

OS                                      CPU                                                    GPU

winodws                               intel Xeon E5-2630 v3 (2.4GHz)            gtx 970

linux(unbuntu 16.04)              intel i5-6600(3.3GHz)                           gtx 660

On linux, when I run ssd_pascal_video or webcam, CPU usage of caffe about 25%.

(There are 4 core of cpu, each CPU core usage become 100% and the other become about 0% per 1 sec)

On windows, in same condition, every cpu cores usage became 100%. (There are 4 cores and 8 threads)

Both of them, use gpu option.

What makes these differences?

And can I improve cpu usage of windows condition?
