Memory Required for Data - What does it mean?

I'd like to see if anyone here could clear something up.

When a network is being loaded, this message is followed by a number: "Memory Required for Data" What does this mean?  

It sure does not seem to be correlated with RAM the network uses from what I see. Is this in B,KB, or MB?
