If I understand correctly the current release notes if I mark an order
that was shipped as shipped again I can submit the tracking number
into the system? Will that result in a new email to the customer, or
is customer emailed only once, when the order is marked as shipped
initially?

Notes: Shipment notifications submitted via SubmitOrderShipmentList
and OrderShipped for orders that already have a ShippingStatusCode of
Shipped will now update the existing shipments instead of returning an
error. This applies to all versions of the API.

Thank you.

Yes, you can update the tracking number and carrier/class on existing
shipments. Updating an order that is already shipped will result in a
new email being sent to the buyer.

If you submit your update as a partial shipment notification, we will
identify which shipment to update by matching the SKUs and quantity in
the notification with the SKUs and quantity in the existing
shipments. If we don't find a match or if you submit your update as a
full shipment, we will update the least-recently updated shipment
instead.
