It responded by protesting that it might go bust if actually held accountable for its actions, a sentence that sums up everything people find infuriating about the water industry...".

(I know from law firm experience that most damages fines are paid by corporate insurance policies - what is known in the U.S. as "errors and omissions coverage" and not by the offending corporation or utility.  I'd put the average percentage of a given fine thus covered - depending upon premiums paid of course - at between 60 - 85%.-rf.)
