"...A disparate band of more than 100 creditors are trying to convince the [UK] government and Ofwat [The Water Services Regulation Authority, or Ofwat] is a non-ministerial government department and body responsible for the economic regulation of the privatised water and sewerage industry in England and Wales that they should be allowed to take over the company, which serves more than 16 million customers in London and the Thames Valley and has debts of more than £20bn [$27bn]. In return they want leniency from fines and penalties. They have also proposed delivering fewer improvements to Thames’s tired water and sewerage network over the next five years than had been agreed with Ofwat – but charging customers the same."
