Hi everyone, 

Hope everyone is doing well.  Happy new year to some, and Happy upcoming Lunar New Year to others.  

I am emailing with some updates:  

First are some job opportunities that I have attached below.  One with Queens Library, and another with LEDA.  There is also another job call from DOE.  This is a bit more internal and they have asked me to just spread by word of mouth.  

The Universal Pre-k folks are hiring consultants to help them do outreach from now until September 2016.  They are looking for folks that can speak Chinese, Urdu, Russian, Arabic, and Korean.  If you are interested please send me your resume and I can forward it to their Outreach Director.  CACF have been working with Pre-K and DOE folks advocating and telling them that they need more folks to target APAs, so now they have asked us to help them recruit folks.  They are looking for folks to start right away.   

Lastly is CACF is pushing for a bill to dis-aggregate data for APAs, LGBTQ and Biracial folks.  I have attached the flyer also below, but the press rally will be at the steps of City Hall next Tuesday Feb 9th at 2:00pm.  For APA's, we all know how important it is to properly collect, document and track our diverse communities.  If you can come out, please let me know.  It would be great to see ASAP Alum again, why not meet up at a CACF rally for APAs!  Also, next Tuesday there will be an ASAP meeting that afternoon so if any Alums would like to stop by you can do so as well and check out their new campaign to push for Asian American/Ethnic Studies, just let me know!

JOB VACANCY ANNOUNCEMENT- Queens Library

Position Title:              ESOL Program Specialist

DUTIES AND RESPONSIBILITIES:

The ESOL Program Specialist will provide extensive quality professional support to the Queens Library’s NAP/ESOL Program. Duties will include assisting in all aspects of guiding and running the ESOL Program smoothly and effectively including scheduling of classes and teachers, registration, testing, data collection, and curriculum development.  Preparing class schedules for approximately 100 ESOL classes a year, coordinating teacher assignments, scheduling staff development meetings,  assisting in ESOL registrations at various library locations, monitoring the preparation of registration packets, collecting data and entering it into the appropriate data management system (ASISTS/LAMPS), monitoring lesson planning and class attendance, tracking ESOL inventory including textbooks, BEST Plus and TABE tests, answering teacher and student inquiries. 

 

  • Assisting with the preparation and revision of the ESOL curriculum and lesson plans prior to each semester, testing students using the BEST Plus Oral Proficiency test, participating in site visits, and teaching classes when necessary.  Attend staff development meetings, BEST Plus refreshers, and ESOL conferences as necessary.  Performs other duties as required.
  • Responsible for assisting with the evaluation and management of ESOL programming and help provide direction for current adult learning programs and assist with maintaining and/or enhancing enrollment number and retention rates.  Ensures programming quality based on enrollment/retention via coordinating internal and external audits and conducts community outreach, community needs assessments as well as address and resolve all issues to ensure overall positive participant satisfaction.  Strict adherence to program standards/SOP, case and file management guidelines.
  • Helps to oversee the day-to-day operations of the program and develops and provides centralized standard operational guidance to program staff/volunteers. Oversees the policies and procedures for the program and coordinate operations with community library staff as needed. Performs site visits to various program sites and classes.  Represents Queens Library at meetings of NYC, NYS, Federal and international literacy providers at conferences, interagency meetings and is responsible for maintaining effective programmatic partnerships.
  • Helps to manage the collection and distribution of program operations statistical data for reporting purposes, including adherence to program standards and government contract reporting.
  • Maintains program statistical data as required by funding requirements and program standards. Helps to monitor, develop and enhance comprehensive means of assessment and outcomes tracking. Assists with preparing and overseeing reporting on programs as needed and required. Uses latest technology to develop and deliver high-quality, effective learning programs and services.
  • Assists the ESOL Program Coordinator in regularly monitoring performance of staff members according to established program standards. Assists with hiring decisions for new staff members and helps to conduct performance appraisals for direct reports.  Arranges and participate in staff development and training programs directly relating to the program. Follows up to ensure programming and operations are effective. 
  • Ensures adequate staff and volunteer development by creating a professional development plan per employee and volunteers, and track their achievement over time.  Facilitates and/or attends staff meetings, and helps to conduct instructional and staff observations while ensuring that performance plans are being followed through.  Coordinates all volunteer and intern pre-placement training, proper orientation, feedback/evaluation and recognition. 
  • Helps to oversee monthly and year-to-date financial management and timely financial processes and procedures of all assigned funding contracts for each assigned service area and sites, including quarterly/fiscal year forecasting and reporting.  Complies with contract management requirement by ensuring proper spending of budgeted expenses and reconciliation of all Account Receivables and Account Payables to ensure meeting or exceeding budget targets, as aligned to program deliverables and metrics.
  • Helps to achieve fiscal year budget performance targets, through timely financial processes & quarterly/monthly financial forecasting and reporting.  Oversees HR and payroll policies and procedures for each assigned service area and sites with Library fiscal managers, as needed.  Performs other duties as assigned.

 

 

The schedule for this position will include Saturdays and evenings as well as frequent site visits at multiple program sites as required.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree and three years in ESOL/adult education setting are required. In depth knowledge of Microsoft Office Suite required.
  • Experience handling large volumes of data and working with data management systems preferred. Strong verbal and written communication skills required. Must be detail oriented, flexible and a self-starter. Must be able to work in a fast-paced environment. 
  • Strong customer service skills required. BEST Plus certification is preferred. Knowledge of National Reporting System is a plus.
