Ebike/Ething culture is sure to eclipse pedal bike-- road and MTB-- any time now.
The next step is E-cycletracks, Class 5 E-thing E-ways, and we'll put 'em to the left of the Class 4 Bikeways so motorists will have zero roadway.
The whales will be safe at last!

The Veterans Memorial Park in Carlsbad might be a good location for something like this. It will already have a pump track. I think it would take an organized effort to lobby the City Council and work with the Parks and Recreation Dept. to make it happen here.

Agree that Class 2 "bicycle jail" as you call it, should be evaluated as many are substandard with 50% cement gutter pan, the stencils barely fit!
We have an extension of the Dana Point "cattle chute," 10' bidirectional with Krail on one side and 1060s metal guardrail (rusting) mounted on double 12x12s. Now even a bigger danger with 35mph E-things comin' atch'u.  At least originally a Class 2 was striped next to the NB travel lane, if you're riding NB on PCH (not coming out of the State Park) it's safer to just stay left of the Krail.
Tom Frank designed a bike/ped separated Class 1 which picks up that traffic in a wide center striped bikeway with peds on the beach side. It narrows at my bike shop in the Metrolink station, marked 5 MPH and dumps out onto Estacion to continue as a Class 3 Route through town. Class 1s are the best for rider enjoyment, new "8 to 80" riders Badvocates covet, and as you know make good commuter routes where they actually link school/work/recreation destinations. 

A great Class 1 network overlaying a CA metro area-- which doesn't exist anywhere-- would actually increase bike mode share. Now with E-things planners (first), politicians (second, riding herd on the planners),  and law enforcement (essential third)-- will have to resolve which modes go onto which path/ streets.  But if we could solve that rubric we might actually Save a Whale!
