The City of La Verne (California) +has adopted new regulations designed to improve safety for e-bike riders, pedestrians, and motorists.
Key provisions include:
During the hours of darkness, e-bikes may only be operated by riders 16 years of age or older.
When riding at night, e-bikes must be equipped with:

The minimum age for "hours of darkness" is a weird twist.

It makes sense because most 16-year-olds are much calmer and more responsible after dark.

I mean, it's a sneaky way to impose a sundown curfew on teens

Isn't this all moot because of CVC 21? Local authorities are not supposed to override the vehicle code

I have no objection whatsoever to requiring a steady or (my preference) slowly flashing red tail light at dusk, at night, and at dawn, as well as in fog or rain. I personally won't ride without my helmet-mounted mirror and daytime (and of course nighttime) running lights front and rear. Lights are very lightweight and relatively inexpensive.

Of course, and it seems e-bikes usually have tail lights built-in by default anyhow. But in California, those kinds of rules are supposed to be in the state vehicle code, not town by town
