The City of La Verne (California) +has adopted new regulations designed to improve safety for e-bike riders, pedestrians, and motorists.
Key provisions include:
During the hours of darkness, e-bikes may only be operated by riders 16 years of age or older.

The minimum age for "hours of darkness" is a weird twist.

It makes sense because most 16-year-olds are much calmer and more responsible after dark.
