AB 891, Quick-Build bill: Killed by suspense (i.e. the state budget)
AB 954, Bike Highways bill: Amendments went too far, CalBIke said. (I
haven't investigated what those amendments entailed.)

They could be brought back next year, an available feature of the
California legislature's two-year session that ends in 2026.
Part of the drawback of the hearing process for each bill is that
members of the public are only allowed to Support or Oppose, with no
room to suggest modifications or amendments during the hearing. The bill
authors could revamp each bill before reintroduction next year.
