I thought this might be of minor interest. This is from a webpage on the website of the Conejo Open Space Conservancy Agency, an agency that regulates the open space in and adjacent to the City of Thousand Oaks in California.

Notice how according to top line of each e-bike heading icon that class 1 & 2 e-bikes go faster than 20 mph, and Class 3 e-bikes must go faster than 28 mph. In three places there is a typo and a greater-than sign appears where a less than sign appears.

More important is this:

According to California Law there is no such thing as an unclassified e-bike If a device is not a class 1, class 2, or class 3 e-bike then it is not an e-bike. Hands down. Period. Full stop. any thing else is an e-motorcycle, or moped, or motorized bicycle. It is something requires registration, a license, an insurance etc. or it is an Off Road Vehicle which also must be registered. Or simply illegal. In California there is no such thing as an unclassified e-bike, or a class-4 e-bike. It is an industrial lobby term in order to make these devices more acceptable and palatable, trying to fool consumers and law enforcement that these devices should be legal when they are not and marketed to kids.

This may be different in other states, but upon reviewing other state vehicle codes I have yet to find a definition for class 4 or unclassified e-bikes. I have only reviewed about thirty other states, So those terms may be used in the remaining state's vehicle codes.
