It can go over 20 so this eBike is not an electric bicycle - it is a motorized bicycle that can be limited to 20mph operation, but that does not make it a bicycle. 
If a motorcycle can go over 30 mph but has a limiter to hold it to 30 mph or less, it s not o moped, it is a slowed down motorcycle.
Without a VIN to certify that this vehicle is safe for road use, it can not be registered as a moped to be legally driven on any California streets or bikeways - with DMV registration - by a driver 16 or older, with a M1 or M2 license to drive, and wearing a DOT approved motorcycle helmet.

I am not interested in driving or promoting your illegal product. 
If the speed limiting is lifted and a child is driving this vehicle, you are offering a dangerous product, and you and your retail sellers, should be liable for the potential harm caused.
