DMV public info is hopeless… and non responsive to update requests…

"Wear a helmet (if under 18 years old)"

Why not say

Wear a helmet if under 18 or at any age on a Class 3 electric bicycle.

"Not ride on the sidewalk (unless allowed by the city)"

Why not say

Not ride on the sidewalk (if prohibited by the local authority)

The link to the "Laws and Rules of the Road, continued" section that Serge provided (https://www.dmv.ca.gov/portal/handbook/california-driver-handbook/laws-and-rules-of-the-road-cont1/) has the problematic "Ride as near to the right curb or edge of the roadway as possible." statement. But the link/website also states in the Sharing the Road section this, "Ride in a safe lane position with traffic." and the following apparently partially lifted from the CVC 21208 & 21202 exception wording -

4.) Ride in a Safe Lane Position
Ride in the same direction as traffic so you are more visible to drivers entering roads or changing lanes in the following scenarios:
  • Passing a vehicle or another bicycle in the same direction.
  • Preparing to make a left turn at an intersection, into a private road, or at a driveway.
  • When necessary to avoid a hazard or road condition (i.e., pedestrians, animals, surface hazards).
  • When a lane is too narrow for a bicycle and vehicle to travel safely side by side within the lane.
  • When approaching a right turn.
  • If the road is one-way with two or more lanes. In this case, a bicyclist may ride as near to the left curb or edge of roadway as possible.
I, and you too, may contact the DMV to request correction of the "as possible" statement. Let's offer some clarification of the Ride in a Safe Lane Position section too.
