You are invited to attend the Federal Highway Administration’s (FHWA) Congestion Mitigation and Air Quality Improvement Program (CMAQ) Traffic Congestion Measures Office Hours. This will be an opportunity to learn more about the second performance period measure applicability and about the measures themselves. FHWA staff will briefly describe applicability (State Departments of Transportation and Metropolitan Planning Organizations), the metric and measure calculations, and then hold a Question and Answer session.

Local Assistance Training Day

The Caltrans Division of Local Assistance (DLA) in partnership with California Regional Transportation Planning Agency (CRTPA) will develop and provide policy, processes, and procedures to facilitate delivery of local assistance projects.
Who should attend?
Engineers, planners, fund administrators, management analysts, and many others who focus on virtually every function involved in the local assistance process including programming, monitoring, accounting, project delivery, environmental clearance, construction oversight, and contracting.
Topics include: Overview of DLA, Invoicing, Forms Completion, Clean California Program, News & Training Resources, and much more!

LTAP Equipment Loan Program
Under the Federal Highway Administration’s Manual of Uniform Traffic Control Devices (MUTCD) California’s cities, counties, and regional transportation agencies are responsible for maintaining their signs to a minimum level of retroreflectivity and contrast levels for signage.
To help local agencies meet these requirements, Caltrans and California State University of Sacramento are offering a Retroreflectometer and a StripeMaster Loan Program. Under this program, local agencies will have access to a retroreflectometer and a StripeMaster at no charge for up to four weeks. For your convenience, the units may be shipped right to your agency.

Incentive Program
STIC Federal Program is Calling for Projects
$75,200 Federal Incentive Funding is Available!
Projects can request up to $75,200 with a 20 percent State match requirement. In partnership with the Federal Highway Administration (FHWA), Caltrans has consistently leveraged this opportunity to accelerate 12 project innovations every year since 2016.
STIC Incentive funds may be used to implement process changes, develop guidance standards and specifications, organize peer exchanges, offset implementation costs, and other activities that move innovation forward. Applicants must be public sector organizations such as city, county, tribal, or Caltrans.

FHWA Local Aid Support
Tribal Transportation Assistance Program Centers
The U.S. Department of Transportation’s Federal Highway Administration (FHWA) today published a Notice of Funding Opportunity (NOFO) announcing the availability of up to $17.8 million over five years to re-establish seven Tribal Technical Assistance Program (TTAP) Centers across the country. The TTAP Centers will help Tribal governments administer and manage their transportation programs and systems.
Given the additional funding provided for Tribes under the Bipartisan Infrastructure Law and the fact that Tribes are eligible for several new discretionary programs, the re-established TTAP Centers will provide a valuable resource at an important time to support Tribes in competing for funding, and advance programs and projects to improve safety on Tribal lands, foster economic opportunity and build economic strength.
All interested parties are invited to apply. The NOFO is available at www.grants.gov and includes additional information and program requirements. Applications are due by Friday, March 25, 2022.

Federal Highway Administration and
Transportation Curriculum Coordination Council Library
The Federal Highway Administration (FHWA) and the American Association of State Highway and Transportation Officials (AASHTO) finalized an agreement for a project that provides local transportation practitioners access to the AASHTO TC3 (Transportation Curriculum Coordination Council) library.
TC3 is AASHTO's library of 190 training modules. The courses are divided into the following categories: Materials; Construction; Maintenance; Traffic and Safety; Pavement Preservation; and Employee Development. Courses are developed through a collaboration of national best practices and a network of subject matter experts.

Federal Office of Tribal Transportation
The Office of Tribal Transportation (OTT) administers the Tribal Transportation Program (TTP) and provides stewardship and oversight
for direct funding agreements with 135 federally recognized Tribes.
The OTT also provides support for all FHWA activities affecting tribal transportation. This support includes the administration of TIGER/BUILD grants awarded to Tribes, and the transfer of funds from States and other local governments to Tribes through the 202(a)(9) transfer process.

Tribal Technical Assistance Program
The Federal Highway Administration (FHWA) Office of Innovative Program Delivery’s Center for Local Aid Support manages the Tribal Technical Assistance Program (TTAP). TTAP provides comprehensive transportation training and technical assistance to tribal communities, building skills and expertise to ensure the safety and maintenance of tribal roads and the continuous professional development of tribal transportation workforces.
