Cyclist Right Crossed? in SF

From the way the article is written, it would appear that the cyclist was "moving in the opposite direction" on Oak, as in riding facing traffic, thus hitting the truck on the left side as it made a right turn in front of him.  Do others on the list interpret the text of the article this way?

Oak and Franklin is a confusing intersection. Franklin is one-way northbound. West of Franklin, Oak is one-way westbound; east of Franklin, Oak is one-way westbound. So all vehicular traffic on Oak must turn at Franklin (left for westbound traffic; right for eastbound traffic) while traffic on Franklin can make no turns at all.  I haven't been there recently, but it is possible that there is a contraflow bike lane on the eastbound section of Oak although that would require removing parking on the south side of the street.

Confusing indeed!

The accident happened at Franklin and Oak streets about 2:30 p.m. when the truck driver stopped at a blinking red light, then made a right onto Franklin. The truck hit the bicyclist, who was riding on Oak in the opposite direction and had a green light, said police spokesman Officer Carlos Manfredi.

Even with Alan's explanation about Oak being one-way in opposite directions, both towards Franklin, on both sides of Franklin,  I don't understand how the truck on Oak turning right onto Franklin would be facing a flashing red while the cyclist coming the opposite way on Oak (presumably turning left onto Franklin) had a green light.  In fact, when a traffic signal flashes red in one direction, doesn't it always flash red in all directions?

Also, if the cyclist was turning left onto (one-way) Franklin, why would he cross all the way over to the right side?

The lack of accurate details in reports about crashes is so frustrating.
