DMV and CHP are not well populated with LCI/CSI or even with cyclists - yet. Like most non-cyclists, I expect that their background biases are toward keeping bicyclists out of the way to avoid crashes and delaying traffic movement. 

We may find it important to push for a Handbook comparable to the comprehensive content of the Calif. Motorcycle Handbook (https://www.dmv.ca.gov/portal/file/motorcycle-driver-handbook-pdf/) and as supportive of competent adult bicycling as John Allen's Street Smarts booklets (https://cyclingsavvy.org/product/street-smarts-cyclingsavvy-edition/ or via Amazon, https://www.amazon.com/Bicycling-Street-Smarts-CyclingSavvy-confidently-ebook/dp/B07TV54QLS) and with eBike operation content (https://cyclingsavvy.org/ebike-safety-resources/). The target demographic of a California Bicycle Driver Handbook should be adults.

Let's be prepared to advocate for quality; we lost the effort for quantity - hardcopies in all DMV offices.

Linked below is the latest (May 20, 2024) Bill Analysis on AB-2259.  MUCH better for us, especially on the fiscal impact and as noted "Several states have created bicycle-specific handbooks, including Colorado, Oregon, Pennsylvania, New Jersey and Texas."
