Except Bikes sign usage

hi folks,

Can someone point me to CVC or MUTCD words that expressly describe under what circumstances the "Except Bikes" sign can be used?  For example, can you hang an Except Bikes sign on a Stop sign and let cyclists go when motor vehicles have to stop?  Davis has a couple instances of right or left turn only with except bikes qualification that are pretty straightforward.  What about a one way street that is 2 way for bicycles?  For years I've been trying to get the City to install "Except Bikes" signs on "No Outlet" signs when the situation is such that bikes can proceed but motor vehicles are blocked (usually a cul du sac with a greenbelt bike path at the end).  But there's at least one place where cyclists should be able to make a left turn to a bike lane where access is prohibited to motor vehicles that is still signed "No Left Turn".  It seems that there's no time or money or manpower to install such signs and that using volunteers to provide service alternatively provided by paid employees is a problem.  

Anyone provide any guidance?

The City of Newport Beach had an early application - Back Bay Drive is a one way street upstream (with sharrows) and a contraflow bike lane downstream. Posted DO NOT ENTER for wrong way drivers with the BICYCLE EXEMPT signs below each one.

Now they are also using it as Caltrans' designated it as one option for permitting a cyclist to not obey a RTOL.

Examples are popping up on PCH in Newport Coast and at a few RTOLs in Irvine.
