Even though many bikeway projects end up being as simple as a slurry seal plus paint and/or posts, the increase in commodities, (particularly petroleum which is used to make the binder for asphalt concrete) will add to the costs of these projects.

From the LA Times:

And to add insult to injury - Ecuador - one of CA's largest sources of foreign petroleum has potentially put a stop to exportations. 
The recent election in neighboring Colombia also spells potential issues as do the issues in Libya.
This is all on top of the current major geo-policial conflict going on between Ukraine and Russia. 

Things are going to continue to get interesting.
