Yes, it is. The regional toll free number 1(800) 328-1517 (N-8-1)
works for the San Francisco Bay area only. There has been some discussion
as to expanding the (800) service but for now it is available in the
S.F. Bay Area.
Others can use (415) 327-1517, (N-8-1).

Check to see that you do not have some script file running that is
sending some control characters after login.
The Bulletin Board is undergoing some programming changes and some of the
options may be intermittent but they should not contribute to problems
such as you describe. One new addition to the BBS is a daily summary report
for recorded seismic events. An example is:

As you can see, this report offers information for events below the M2.0
cut-off offered in the finger servers and is intended for use by the
amateur seismology buffs who operated home seismographs.
In the near future, strong motion data will also be offered. In
the meantime expect some temporary interruptions in service.
Check out your settings and try both numbers.
