UT has an article about how the DMV determines if vanity plates are
acceptable: http://www.utsandiego.com/news/2013/may/01/license-plate-reviewers-look-for-hidden-messages/
It also links to a silly app to vote on whether rejected plates should
have been. The DMV reasons seem to be a little harsh on some.
