Got a cite? CA MVC 22400 seems to make it illegal to unreasonably
impede traffic in any lane. And does not mention the speed limit.

You forgot to say which motorist you determined failed to exercise
lane discipline from that.

No mention of lane discipline there, nor description of
"aggressively", but approaching an entrance ramp in the R lane at 186
mph seems it would have been obviously stupid.

identified."

Mystery motorists operating vehicles of no description, not even a
color, do not exist. There is no evidence to suggest the BMW motorist
did not simply fall asleep, or overreact, or simply err.
