Those resources probably cover the process and workflow much better than I can here, but briefly:
A call for proposals goes out to various lists
Proposals are submitted, preferably through the website submission form
The editorial committee votes on the proposals and, for the ones that pass, an editor is assigned to shepherd the article to publication, along with a second reader from among the editors
When an article draft is submitted, it's editor passes it along to the rest of the editors for comments and communicates back with the author
Editors enter the articles into WordPress, which is currently in desperate need of upgrading to the current version, and recommend their article(s) for the final vote.
Once everything is entered and passes the final vote, the coordinating editor for that issue publishes the issue.
Tom Keays and Ed Summers have volunteered to work on upgrading WordPress, which may present some issues due to the plugins currently being used.
