On my 1994 boat the pressure pump kept cycling on and off. I discovered water accumulating in my shallow bilge (building up around my keel bolts). Ultimately, I resolved that an old line between my pressure pump beneath my galley sink and the head sink had started to slowly leak. I could not remove these old lines (laced into my structural grid), so I cut both the old cold and hot lines off and routed new hoses thru my bilge area eliminating the leak.

If there were a leak between the pump and the head faucet valves, the pressure pump would be running at least intermittently, even when the faucet valves are turned off. If that's not happening, then either there is a leak somewhere between the head faucet valves and the outlet, or a restriction (i.e. clog) somewhere in the line from the pressure pump (under the galley sink in my 1995 model) and the outlet of the head faucet. If there's no leak, I'd start at the head faucet, and work my way back.
