I. DESCRIPTION OF SERVICES

Client requires the services of one (1) Project Manager 3 who meets the general qualifications of the role and the specifications described herein.

All work products resulting from the project shall be considered “works made for hire” and property of HHSC. Pre‐selection requirements may include criminal background checks as authorized by Texas law. No interview or discussion fees will be paid by HHSC.

 

Level Description

The Project Manager 3 must have:

  • 8+ years of experience
  • Ability to independently perform complex tasks with minimal guidance
  • Strong decision-making experience using judgment and creativity
  • Certification in Project Management or Scrum Master is a plus

Role Summary

The Project Manager will oversee planning, delivery, execution, and documentation of one or more complex, enterprise-level initiatives. The PM must manage scope, timelines, budget, communications, and stakeholder expectations.


A PMP certification is required and must be listed on the candidate’s resume. Proof of certification may be requested.


Additional Job Details & Special Considerations

 

This position will manage efforts associated with the replacement of the Program Integrity Case Tracker (PICT)—the existing legacy case management system for:

  • Medicaid Program Integrity (MPI)
  • Chief Counsel Division
  • Surveillance Utilization Review (SUR)
  • Acute Care Surveillance (ACS)
  • Targeted Queries Teams

The Project Manager will:

  • Apply standard project management best practices in Agile environments
  • Understand and participate in PMI-aligned project governance
  • Facilitate technical and business stakeholder engagement
  • Develop project charters, work plans, and required documentation
  • Understand and communicate complex business/technical processes
  • Provide leadership-level presentations
  • Support and participate in technical and business analysis
  • Provide on-call support as needed depending on project phase

Responsibilities

The Worker shall perform the following:

  • Oversee design and development activities
  • Manage Agile feature-driven delivery, tracking progress to schedule
  • Develop and manage project plans, scope, and reporting
  • Document risks, issues, and contingency strategies and drive resolutions
  • Conduct regular project meetings; provide weekly written and verbal status reports
  • Drive development of SDLC artifacts
  • Translate business requirements into technical specifications
  • Build and maintain effective stakeholder and sponsor relationships
  • Present to leadership and oversight bodies as required
  • Demonstrate strong communication and teamwork
  • Transfer knowledge to internal HHSC staff
