Job Description / Justification:
NYC311 is seeking a Project Manager to collaborate closely with various OTI teams responsible for managing, enhancing, and supporting NYC311 systems. This role will coordinate efforts across the 311 Applications (Call Center and Portal) and 311 Mobile teams and will also oversee Release Planning and Release Management activities.
Scope of Services:
The NYC311 program is responsible for managing, enhancing, and supporting the City of New York’s incident-oriented Customer Service Management System (CSMS). CSMS delivers critical functionality that supports the City’s response to crises, as well as day-to-day operations such as public service delivery, handling non-emergency service requests, and connecting residents, businesses, and visitors with the appropriate information and resources.
NYC311 operates as a mature program with an established team structure and a consistent release cadence. Work is planned on a quarterly basis, with a dedicated team responsible for break/fix activities, enhancements, and ongoing maintenance. The 311 team collaborates closely with other NYC agencies to implement new features.
CSMS workstreams include the Call Center, Online Portal, SMS/Text services, and mobile applications.
The NYC311 Project Manager will support the planning and coordination of team activities across the CSMS program. This individual will provide end-to-end project management across multiple workstreams and serve as the primary escalation point for risks and issues. Responsibilities include supporting Program Intake, work planning, Release Management, and Support & Maintenance functions. The Project Manager will partner closely with the NYC311 Product Manager and leadership team to execute project plans, remove blockers, and deliver new features to NYC customers.
Tasks:
Manage releases from initial requirements gathering through final delivery and ongoing support, ensuring alignment with the product roadmap, adherence to timelines, and stakeholder satisfaction.
Develop and maintain comprehensive project plans, schedules, and resource allocations while overseeing multiple concurrent workstreams.
Proactively identify risks and bottlenecks, and implement mitigation strategies to ensure smooth NYC311 operations.
Support the management of projects involving development teams both within and outside the core 311 application team.
Facilitate regular stakeholder meetings and deliver clear, concise status updates to executive leadership and oversight committees.
Collaborate with project personnel to identify and resolve issues quickly, maintaining project momentum and quality.
Work closely with the team and Product Owner to deliver new features while ensuring quality standards are consistently met.
Coordinate Release Management activities across workstreams and environments, managing release paths and resolving conflicts.
Adhere to OTI Change Management processes to secure required approvals for production deployments.
Coordinate and manage production outages, including engagement with other OTI teams, vendors, and consulting resources.
Serve as the Agile delivery lead for multidisciplinary product teams, ensuring successful delivery of digital applications.
Mandatory Skills / Experience:
Note: Candidates without the required qualifications will not be considered.
Bachelor’s degree in information technology, Project Management, Public Administration, or a closely related field.
Minimum of 8 years of experience managing complex IT projects, preferably in the public sector or a highly regulated environment.
Strong project management skills, including the ability to decompose large initiatives into manageable tasks, define dependencies, and prevent bottlenecks.
Demonstrated ability to lead cross-functional teams and manage projects involving diverse stakeholders with competing priorities.
Excellent written and verbal communication skills, including strong presentation and public speaking abilities.
Proficiency with Azure DevOps or similar project management tools.
Knowledge of risk management practices and mitigation strategies, along with awareness of current technology trends and tools.
Experience with Agile, Scrum, and/or Waterfall methodologies, particularly in government or structured environments.
Strong attention to detail and problem-solving capabilities.
Work Schedule & Location
40-hour workweek during standard business hours (8:00 AM – 5:00 PM ET, Monday–Friday, excluding State holidays)
