Location: Harrisburg, Pa. Hybrid. Candidate absolutely MUST be able to be onsite 2x/week.
Interview: 1 round In-Person only
Areas of emphasis to focus on: Provider Management, Claims, Implementation experience, MMIS (Medicaid Management Information Systems)
Engagement Overview
We are seeking experienced subcontractor resources to support the Pennsylvania Medicaid Management Information System (PA MMIS) program. Candidates will play a critical role in driving requirements, stakeholder engagement, and solution validation across complex Medicaid modules. This role requires strong executive presence, deep domain expertise, and the ability to translate business needs into actionable requirements and test artifacts.
Key Responsibilities
Business Analysis & Requirements Development
- Identify business scenarios and operational needs and translate them into clear, testable functional requirements.
- Develop well-structured business requirements using standard Actor–Action–Outcome methodology.
- Convert business requirements and use cases into detailed test cases, test plans, and test scripts that support business functionality, integration, and user acceptance testing.
- Perform gap analysis to assess current-state vs. future-state system capabilities and recommend solutions.
- Thoroughly understand and have experience supporting requirements validation, traceability, change impact analysis, and defect resolution throughout the SDLC.
- Be well versed, able to articulate the phases and able to discuss experience with the SDLC.
- Hands-on experience in:
- Business requirements gathering and analysis
- Business systems planning and procedural development
- Solution implementation and validation
- Problem-solving and business contingency planning
Stakeholder Engagement & Facilitation
- Facilitate Joint Application Design (JAD) sessions with end users, business stakeholders, technical teams, and quality assurance teams.
- Demonstrate strong executive presence, with the ability to confidently lead discussions with senior leadership and customers/stakeholders.
- Clearly communicate complex business and technical concepts to diverse audiences, tailoring messaging based on stakeholder needs.
Leadership & Strategic Thinking
- Exhibit strategic thinking by anticipating downstream impacts of requirements decisions and aligning work to program-level objectives.
- Proactively identify risks, issues, and dependencies amongst requirements and collaborate with leadership to drive resolution.
- Operate as a self-starter, capable of working independently while also contributing effectively within a cross-functional team environment.
Domain & Module Expertise
- Demonstrated business knowledge within a specific MMIS domain or module.
- Experience supporting MMIS Provider Management Modules is required.
- Ability to quickly understand Medicaid business processes, policy-driven requirements, and system interdependencies.
Required Qualifications
- High degree of professionalism, accountability, and integrity, including resume accuracy and integrity.
- Must be located in Harrisburg area and able to be in the office several times a week.
Technical & Tool Proficiency
- In-depth understanding of the Software Development Life Cycle (SDLC).
- Strong experience converting use cases and requirements into comprehensive testing documentation.
- Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio, ADO)
