Job Title: AST.NET -Technical Lead
Location: Columbia, South Carolina.
Contract: 24+ Months

Must have State/public sector Experience.

Looking for an experienced ASP.NET Technical LEAD to support a major application and data migration initiative from DHEC to DES systems. This role is critical to modernizing government technology, especially systems supporting Water Quality & Safety.

Role in modernizing public sector systems, supporting water safety initiatives, and working on high-impact, mission-critical applications.

  • Design, develop, maintain, support enterprise applications, lead application & data migration efforts
  • Troubleshoot, debug, test, and enhance existing systems, collaborate with users, vendors, & IT teams
  • Support federal data submissions and service desk requests
  • Data security, documentation, and system continuity, mentor and support cross-functional teams

 Skills

  • 10+ years in government IT / software development
  • 8 years’ experience in building and optimizing SQL statements and stored procedures
  • 5 years’ experience supporting Water Quality/Safety Information Systems, preferably in a government setting
  • ASP.NET, .NET, C#, HTML, CSS & Strong SQL & stored procedures experience
  • SDLC knowledge, testing expertise, and debugging skills
  • Experience with SDWIS, WQX, SWIFT, DW-SFTIES, EPA collaboration experience, Apache Tomcat, Java
  • Experience implementing, configuring and supporting SDWIS, Water Quality Exchange (WQX), SWIFT, and DW– SFTIES
  • Experience working/collaborating with the Environmental Protection Agency (EPA), Service desk tools & MS Office
  • Excellent communication, analytical abilities, leadership and effort estimation experience

Education-Bachelor’s in Computer Science / Engineering (or equivalent experience)

DAILY DUTIES / RESPONSIBILITIES:
Participate in a team environment comprised of DPH staff to assist with the remediation and upgrade of administration transactional systems residing on agency servers migrated to the State IT Data Center. Emphases for the Programmer candidates will be on the modernization of legacy computer systems associated withAdministrative systems, assisting with modifications of those computer systems to ensure upgrade compatibility from older to newer platform environments, application modifications to meet state and agency security standards, assisting with application evaluation and build specifications, and implementing industry standards following the Software Development Life Cycle (SDLC).

Specific Programmer duties and responsibilities will include, but are not limited to the following:
• Perform complex programming functions, assistance, and technical advice, including design architecture, configuration, writing, testing, and documentation to the complex programming of agency computer systems as assigned.
• Modernization of legacy computer systems to ASP.Net MVC or CORE environment.
• Modification of existing computer systems to be compliant with agency  security requirements.
• Migration and modification of existing computer systems in older environments  to newer platform environments, following industry best  practices.
• Ensure maximum system uptime for critical components to ensure business continuity.
• Diagnoses, isolates and de-bugs software problems and performs problem resolution.
• Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support.
• Adheres to Information Technology application development standards and security requirements.
• All code to be checked in and out through code repository Git.
• Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).
• Ensure supporting system database connection strings are updated to support  database migration from DB2 to SQL database.
• Add required functionality to existing systems to retire active mainframe forms and streamline backend processes where possible.
• Prepare and maintain system documentation and architecture diagrams for applications assigned.
• Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place and remediation to the system environment residing at the State IT Data Center.
• Ability to plan, organize, review, and implement associated project milestones to completion.
• Recommend and assist in the design of system architectures to align with organizational strategic business objectives.
• Requires mastery of technical and business knowledge in multiple  disciplines/processes.
• Provide updates to the Project Team.
• Assist with the development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements http://admin.sc.gov/technology/information-security/policies-and-procedures,etc.)

The position will be utilized for 40 hours per week for the duration of this project. The selected candidates should be able to work flexible hours, as it may be necessary to complete work outside traditional business hours during production system rollouts.

The candidates will work closely with the Administration Applications Section Manager to identify, prioritize, and schedule workload and implementation to IT
standards and procedures. The candidates will work closely with customer and subject
matter experts for the system design and testing.
