System Analyst 3 (Data Engineering & Governance)

Location: Austin, TX (Local candidates only)
Duration: 11+ Months
Requirement: 10+ years of experience; State agency experience required.
Required Skills & Qualifications
- Informatica Mastery (10+ Years): Extensive experience across the Informatica suite, including PowerCenter, IICS, IDMC, MDM, Axon, EDC, and IDQ.
- MDM & Reference Data (10+ Years): Expertise in establishing Master Data Management and Reference Data for large-scale organizations; Informatica MDM preferred.
- Data Quality (10+ Years): Proven track record of implementing complex data quality rules using Informatica DQ.
- Cloud Data (4+ Years): Experience working with enterprise-scale datasets in Snowflake.
- Technical Skills: Proficiency in Python for automation and API interaction.
- Education: Bachelor’s degree in Computer Science or related field; Master’s or 6+ years of specialized experience preferred.
- Public Sector: Experience in Healthcare, Public Health, or State Agencies is highly preferred.
Role Overview
The System Analyst 3 will lead critical Data Engineering and Data Governance initiatives for the SHARP project within the Texas Health and Human Services Commission. This role focuses on automating data processing, improving existing computer systems, and ensuring data integrity across a massive organizational footprint. You will serve as the primary architect for data quality and master data standards, translating complex business objectives into actionable technical descriptions for system modification and program development.
Technical Core & Responsibilities
Data Engineering & MDM
- Informatica Ecosystem: Utilize the full Informatica stack (IDMC, Axon, EDC) to manage data lifecycle and metadata for the SHARP program.
- Master Data Architecture: Design and maintain Customer360, Supplier360, and Entity360 models to create a single source of truth for the agency.
- System Automation: Use Python scripts to automate repetitive data tasks and facilitate seamless interaction between internal systems and third-party APIs.
Data Governance & Quality
- Rule Implementation: Establish and monitor data quality rules in Informatica DQ to ensure the accuracy and reliability of public health data.
- Governance Framework: Work within Axon and EDC to document data lineage, definitions, and stewardship responsibilities.
- Snowflake Integration: Manage and optimize large-scale data sets within the Snowflake environment, ensuring high availability and system performance.
Business Systems Analysis
- Requirement Gathering: Confer with organizational units to analyze operational procedures and define specific input/output requirements for reporting and summaries.
- Feasibility Studies: Conduct cost/benefit analyses of alternative solutions and review system capabilities to determine if requested changes are viable within the current infrastructure.
- Technical Documentation: Write detailed user needs, program functions, and logical steps required for the development team to execute system modifications.
