Job Overview
The Senior Project Manager will lead and manage the full lifecycle of technology projects for the State of Maine’s Office of Information Technology (OIT). This includes planning, design, development, testing, and implementation of business and technical solutions across multiple state departments.
The role requires strong leadership, stakeholder communication, and experience delivering projects within government or public sector environments.
Key Responsibilities
Project Management
· Lead end-to-end project lifecycle (planning, design, development, testing, implementation)
· Develop detailed project plans including scope, timelines, resources, and milestones
· Coordinate development of new systems, enhancements, and process improvements
· Manage project execution to meet timelines, quality standards, and business objectives
· Identify and allocate resources; coordinate with managers and stakeholders
· Track progress and ensure alignment with strategic goals
Stakeholder & Communication Management
· Identify and manage project stakeholders across departments
· Translate business ideas into defined project scope, goals, and deliverables
· Communicate project status, risks, and updates to leadership and stakeholders
· Facilitate cross-functional collaboration and alignment
Risk, Issue & Quality Management
· Identify risks, dependencies, and issues; implement mitigation strategies
· Establish reporting mechanisms for risks and project health
· Ensure project quality through reviews, approvals, and corrective actions
· Maintain complete and up-to-date project documentation
Requirements & Delivery Oversight
· Capture and document business and technical requirements
· Ensure alignment between business needs and delivered solutions
· Track requirements through development, testing, and implementation
· Support UAT and ensure successful delivery outcomes
Leadership & Team Management
· Lead and guide project teams, ensuring clarity of roles and responsibilities
· Promote collaboration and efficient use of team resources
· Mentor team members and share best practices
· Drive accountability and timely delivery
Required Qualifications
· Bachelor’s degree or equivalent experience
· 5+ years of project management experience
· Proven experience delivering technology projects (SDLC)
· Strong knowledge of project management methodologies (Agile/Waterfall/Hybrid)
· Excellent communication (verbal & written) and stakeholder management skills
· Ability to manage multiple priorities in a fast-paced environment
Preferred / Required Experience
· Experience with State Government /Public Sector organizations (MANDATORY)
· Experience working in cross-functional, enterprise-level environments
· Familiarity with business analysis and requirement management
· Strong understanding of quality management and delivery practices
