Strange problem with drupal_mail

I encounter a problem with drupal_mail, the mail cannot be sent/receive
or the received mail has NO content.
or the received mail has NO content.
The cause is the duplicate links in the mail content, but I don't know
why?

Hi James. As I saw this problem with you. Do you know why the email
send to admin has no duplicated links but the ones send to users have?
