Hi Everyone,

As a continuation of last week’s questions, we have a few more we
would really like your inputs on. Please introduce yourself before
posting you replies to the above questions, it would be great if we
could know your name, age, country and what you are doing these days.
The format is similar to how everyone has answered questions from last
week.

1. In your country, are young people involved in all levels of
programme (including programme design, implementation, monitoring and
evaluation) and policy making processes? If so, please describe the
same.

2. Do you think your country has already achieved meaningful
youth participation? If so, how? If not, what do you think your
government and your organization could do to improve youth
participation in your country?

3. Please rank the following suggested topics for a skill
building session from 1 to 5 with 1 being the most important and 5
being the least important. Feel free to add your own in the blank
option.

1. How to conduct a successful advocacy campaign
2. How to develop the youth leadership to hold governments
accountable
3. How to integrate human rights into your daily work
4. How to increase youth participation into some key stakeholders or
key events, such as Global Fund, UNGASS review process, ICPD review
process, etc.

We would really love to have your feedback, as we're all trying to
make this year's youth engagement at ICAAP a meaningful space for
everyone and the greater insight we get on the contexts everyone is
working in, the better we are able to do so!

Round Two - 2nd Week Question

Hello Colleagues,

I'm AMALAHA, Raphael Obinna, 32 years of age from Abia State, Nigeria and I voluntarily working/partnering with an NGO Youth-Oriented: AFRIGROWTH Foundation Inc in Nigeria. Also, I am presently working with The Shell CoopeEast Ltd, Porthacourt, Rivers State, Nigeria as a Loan & Thrift Officer.

 

QUESTION

1.      In your country, are young people involved in all levels of programme (including programme design, implementation, monitoring and evaluation) and policy making processes? If so, please describe the same.

ANSWER:

Involvement of youth in all level of programme design, programme implementation, programme monitoring, programme evaluation and policy making process is very necessary. Using Nigeria as a case study, I observed that the young people are rarely involved in policy making process but they are fully involved in project/programme design, implementation, monitoring and evaluation.

 

QUESTION

2.      Do you think your country has already achieved meaningful youth participation? If so, how? If not, what do you think your government and your organization could do to improve youth participation in your country?

ANSWER:

Indeed, Nigeria has not achieved meaningful youth participation. For example, the ministry of youth development is being manned by an old man who knows nothing about youth affairs. Therefore, there is need to fully involve and allow the young people to participate in decision making in Nigerian political arena. The youth should be permitted to administer the Ministry of Youth Affairs because they know the areas that directly affect the young people. On the other hand, my organization – Afrigrowth Foundation is striving to improve formal youth participation in Nigeria via youth mentoring programme in some states and other community development programmes that involves the youth.

Hi everyone! My name is Paolo Pangui, i am 24, and the S.G of
Association Horizon Jeune, a youth organisation based in Dschang,
Cameroon. I am also a freelance writer for a national youth magazine
called 100% jeune Mag.

1- If you permit me, i will say yes and no! Why?
In Cameroon, young people are somehow present at many levels of
programs designing,implementation,monitoring and evaluation. They are
progressively getting involved in policies making process. The problem
here is that the voices of the youth are never really heard and their
opinions count less. Adults impose their views, their policies, their
programs to young people who, eventhough present at the moment of the
elaboration did not see their words taken into consideration, they are
always just to fill in formalities and let people think that youth
always take part to program elaboration and policies making process.
The fact is that youth are mostly active when it comes to
implementation.


2- Well, i think Cameroon government have not achieved a meaningfull
youth participation yet, eventhough great efforts have been made in
that direction. In order to succeed the government, my organisation
and others should create more youth centers, train more peer
educators, encourage associative life, and all these should be done
with a great emphasis directed to youth of rural areas who are often
left out when it come to youth participation.

Hello everyone,

Sorry to be late answering 2nd week question. I’m Fita from Indonesia.
Working and NGO for Behavioral Communication Intervention for FSW and
HRM, also in Health Research Centre University of Indonesia..

Here are my answer, hope it useful.

1. So far I’m not sure that young people involved in all levels
programme, even if in fact, young people involved, it is because they
categorized as FSW, IDU, and other high risk group, not specially
categorized as young people. So that, more experience they are, more
engaged they are to programme or policy making process. There is no
working group in national level, National AIDS Commission, for youth
category. As I know there some working groups focused on female sex
worker with prevention from sexual transmission, IDU with methadone
maintenance therapy (MMT) and harm reduction (HR). Young people
involved only in ceremonial event which I think they are used as
symbol of their involvement in whole process, even in fact it’s not
true. And I think, there is difficult for Indonesian young generation
to involve into the process, because there is no facilitation to them
to taking part.


2. Feel so sorry for my country, because my answer is no. Like I said
before, Indonesian young people only involved in ceremonial event, not
in real whole process. In fact, Indonesian government ever released a
book that force young people in school or students to involve in
communication, information, and education activities in school, but
the realization is not heard. I think that because, the government
never facilitating school and students to do like they written in the
book. However, some NGO step forward than the government, some of them
facilitate some school to established a students groups that care of
HIV and AIDS related issues. As I know, some school in Bali conducting
this activities, they named it Students that Care of HIV-AIDS. Also
some school in Jakarta assist by Yayasan Pelita Ilmu, and PKBI which
also have programme for out of school youth. I hope any organization
that focused and care on HIV and AIDS prevention to develop programme
that targeting on youth people, whether in school based or out school.
Those programme should work continuously not only if there is funding
agency but they also should independent so if someday the funding is
stop, the program still keep running. They also should focused on
assisting student of youth to manage the programme so they can learn
how to running activities, and can continue this activities in the
future without depend on the NGO.

3. My 1-5 priority for skill building session:
1. How to increase youth participation into some key stakeholders or
key events, such as Global Fund, UNGASS review process, ICPD review
process, etc.
2. My own: how to develop and mantain youth organization in school
based on out side school based.
3. How to conduct a successful advocacy campaign
4. How to develop the youth leadership to hold governments
accountable
5. How to integrate human rights into your daily work
