 Kindly receive the attached copy of the circular on salary revision for Civil Servant during the 2014/15 fiscal year. The other one is a simplified version for the teaching profession.

You will notice that grades L and K, where the majority of teachers, particularly from primary school are crowded, have got 35% and 37% respectively which is far much below the other grades' increase. Any additional increase on the two grades resulted in drastic collapse of the upper grades' percentage because the two grades in question have a big number of teachers constituting over 50% of the total teaching work force. An agreement has been reached that next year's salary increment shall strictly focus on the two grades and we have advised government to make a formal commitment on the same which we feel it is going to oblige. We take a solace though, that secondary school teachers particularly degree holders at grade I have been given 70% and this shall avoid brain drain at the secondary school.

The new salaries are with effect from 1st October 2014 and will begin in November as October salaries are already being processed. Government advised that it may pay arrears in December as paying in November would delay December Salaries in the process of deleting the arrears from November payroll. This means that November would only have the new salaries and the arrears would be paid in December. TUM and CSTU have given no objection. It is important to note that government expressed no resistance to implement the salaries from 1st July 2014 on condition that the percentage increase be substantially reduced to reserve the arrears for July, August and September. By calculation, teachers on grades L and K would get almost 15% salary increase which to us as unions was retrogressive. A higher salary has a positive impact on gratuity calculation.

Dear Bwana Kalekeni,

Thanks a lot for sharing, the 35% increase is 35% steps forward, but
government needs to do more to reward the hard work of teachers.

My analysis shows that in US$ terms a teacher at L grade today even
with the announced increase is 2.5 times poorer than a PT1 teacher of
1994 . My statistics would show that in 1994 when the MK was K4.5 to a
dollar, the PT1 teacher was receiving K1754 per month, which was
equivalent to US$390. Using the exchange rate of today (National Bank
mid rate of MK428.5 to the US$) the L Grade salary of around MK68,000
is equivalent to US$157.

Disparities also need to be addressed. Grade D3 monthly salary of
MK847,557 is around US$1,976 and 12.5 times more than the Grade L
salary.

We have a lot to revamp the civil service. This requires massive advocacy.

Mr Kalekeni, thanks alot for the efforts you are making however there
is alot more work looking at the figures & the differences. I beg to
agree with Mr Kasapato's analysis. Grade L & K are far much behind.
Its fine that you 've backed up yourself only that we teachers remain
worried as politicians keep on cheating us. And my ather second issue
is on leave grants, up to now we have not heard any commitments
especially Withx Balaka. wHere are we now?
