Thank you for sharing this work. Good job professor. Surely, we ought to show great and critical interest in the policy documents you cited. Our benchmarks are indeed low - Quite a strange Malawian psychic. Even when national examinations are out, it is puzzling the way people celebrate the success of countable learners and very few schools but are unperturbed by the masses of underperforming learners.
