Mr. President of ANCEFA Dear Partners
According to successive requests , in order for the ANCEFA policy forum to be held in Cape Verde, I would like to inform you that we are in a position to hold the Forum, so that once again I reinforce the desire of the coalition to host the Forum in Cape
Verde.
The holding of the forum in Cape Verde will contribute to decentralization, given that the Lusophone countries have never received any forum of this nature. The holding of this Forum will contribute to the strengthening of the coalitions, of African countries
that speak Portuguese, and greater accreditation among the governments of these countries.
For a more just decentralization, I await your position.
Sincerely.
Abraão Borges
Excellencies.
I would like to summarize what our work has been doing in recent months.
On January 31th we participat at Ngor Djarama hotel in a seminar of sustainably Financing education , the meeting served as a preparation for the global forum. february 1st and 2nd, The Cape Verde coalition attended the global partnership
for education (gpe) funding conference, where donor countries committed to spending more than US $ 2 billion to finance education for Africa. Regarding the financing of education available to the GPE, countries to be eligible will have to spend 20% of their
state budget for education.
On February 8, the coalition participated in the meeting of Local Partners of Education in Cape Verde, where the international consultant to review Cape Verde's funding request to be submitted to PGE, according to the theory of change recommendations of
the PGE. The Cape Verdean coalition made its interventions regarding financing for pre-school education, taking into account that in the theory of change it spoke about the need for norms for pre-school education. The network coordinator, representing the
coalition, showed that the issue of norms should have already passed, once the network submitted to the government a draft law for preschool. The director general of education, representing the minister, showed that the normative proposal of the coalition
was accepted, and that of this normative that will be used to regulate the preschool.
On February 17, a national workshop on the privatization of education was held, discussing the concepts, privatization, public, private, number of private schools, levels of education where privatization is most pronounced, who owns of private schools
?. It was verified that, there is a big gap regarding the privatization in Cape Verde, by the participants, and that the NGOs do not have concrete data to discuss with the government.
From the workshop, important recommendations were made, such as research on privatization in Cape Verde, to present something concrete, more just advocacy, for free and quality inclusive education.
