Prof. Cardona's love for s'aastra n spoken Samskrit is unique ! His high spirits at this age to raise the present state of Samskrita to an enriching medium of further intellectual dialogues n debates are worthy of emulation ! नमो नमो बुधवराय विपश्चिते ते !

There can be no second opinion in saying that Prof. George Cardona is one of the greatest scholars of Paninian studies in contemporary times. His Shraddha towards tradition sometimes surpasses that of many Indian origin scholars of Sanskrit.

But he himself may not appreciate calling a great scholar of Paninian studies as modern Panini.

No offence intended.

I do know that Dr. Cardona will/may not appreciate my terming him as a Modern Panini

It is his humility(vinaya). It is just an indication of my appreciation of his profound scholarship and output on Panini that goaded me to say so.

I appreciate your comment and do not feel offended.

I believe Prof. Wakankar was using the term in the sense of Abhinavapāṇini. Several modern day scholars of grammar have been called Abhinavapāṇini by their students and admirers out of respect for their profound scholarship. It is a fact that there has been no second Pāṇini, and the term does not indicate that these scholars are equal to Pāṇini. Perhaps the term indicates that it is Pāṇini who continues to live in these Gurus of Pāṇinian grammar, just as a father continues to live in his son (ātmā vai jāyate putraḥ) . I know of two scholars who are often referred to as Abhinavapāṇini. One is Paṇḍita Cārudeva Śāstrī, author of phenomenal works like Upasargārthacandrikā and Vyākaraṇacandrodayaḥ’, and father of Dr. Satyavrata Śāstrī. The other is Paṇḍita Rāmaprasāda Tripāṭhī of Varanasi, whose works are less known but whose students include stalwarts like Puṣpā Dīkṣita, Ramānātha Śarmā, and Jagadguru Svāmī Rāmabhadrācārya.

Why not call Puṣpā Dīkṣita also as Abhinavapanini, assuming Panini pardons my equating genders.
