Married Women offering her hairs in tirumala

Traditionally from long time in tirumala we find that female married devotees offer there hairs to Lord Venkateshwara. But i heard that a married women should not offer her hairs unless her husband is dead. Can someone explain that is it proper to shave hairs for a married women in tirupati? And how to see the present traditional practice in light of dharma sastra?

Can you quote the Dharma Shastra provision or stipulation

 " that a married women should offer her hair when her husband is dead  "

and

 "  that a married women should not offer her hair unless her husband is dead  "

so that scholar members of the group can start discussing taking that as the starting point ?

I don't know the sastrik reference for it. But in North Indian tradition people say that hair for a married women is considered a sign of her saubhagya and therefore a married women should not cut her hairs.
