numbers in गणपाठ

Recently I came across a scan of an old edition of the अष्टाधायी with अङ्गs.  In the गणपाठ there were numbers before each गण like this:

१७ सर्वादीनि सर्वनामानि॥ १। १। २७॥ सर्व विश्व उभ उभय ...

or

४४ स्वरादिनिपातमव्ययम्॥ १। १। ३७॥ स्वर् अन्तर् प्रातर् ...

Mostly this is the same as any other edition of  गणपाठ but what do these introductory numbers mean?  It is not the number of words in the गण I don't think.
